Parking charge reference: SAMPLE-0000001. Vehicle: XX00 XXX.

I am the registered keeper of the vehicle above. I am appealing the parking charge with the reference above.

No notice was attached to the vehicle. The parking period shown on your notice ended on 1 February 2026. Your notice to keeper is dated 20 February 2026. Under paragraph 9 of Schedule 4 to the Protection of Freedoms Act 2012, a notice to keeper must be given within 14 days beginning with the day after the parking period ended. A posted notice is presumed to be given on the second working day after posting. On the dates shown, the notice was given after that period, so the conditions for holding the keeper liable under Schedule 4 are not met.

I do not intend to name the driver, and I am not required to. Please cancel the charge, or, if you reject this appeal, send me a POPLA verification code so that I can appeal to the independent service.

Yours faithfully

About this sample

This sample shows the format only. Your letter is built from the dates and facts on your own notice, and uses only points that apply to them. A late notice is not automatically void.

The dates in this sample are invented to show a notice to keeper sent outside the 14-day period. If your notice was on time, your letter will not say this.
